This window features updates of the Development Gateway Capacity Development page, an initiative of UNDP and the World Bank Institute to enhance the network around MDGs, made up of governments, civil society groups, think tanks and other organisations. 1. New Highlight: Millennium Project Report: Investing in Development: A Practical Plan to Achieve the Millennium Development Goals
The UN Millennium Project, an independent body, advising the UN about achieving the Millennium Development Goals, released the report, Investing in Development: A Practical Plan to Achieve the MDGs. The head of the Project, Professor Jeffrey Sachs, presented the report to UN Secretary-General Kofi Annan on January 17, 2005. The report calls for a major overhaul of the international development system, which it found to be too often unfocused and inefficient.

In April 2005, the Development Gateway will launch a new Special Report on "Public Sector Transparency: What Works?" The lack of transparency in the public sector is one of the biggest barriers to development today. The upcoming Special Report will explore the practical issues of ensuring openness in governments around the world, specifically: the regional and country-specific dimensions of transparency, sustainable practices for promoting and monitoring transparency, and issues surrounding the balancing of civic engagement and state self-regulation.

1. New Highlight: The Role of Outsourcing in Reversing the Brain Drain into Brain Gain
In September 2005, at the Millennium +5 Summit, the UN General Assembly will take stock of the progress made by UN Members in the implementation of the Millennium Development Goals (MDGs). In preparation for this major event, donor countries have examined their contributions towards the achievement of the MDGs.
The message that runs through all donor countries reports is that more needs to be done.

1. New Highlight: Arab Human Development Report 2004
The Arab Human Development Report 2004, the third in a series of four planned reports, presents a persuasive and detailed case for many far-reaching legal and political reforms aimed at fortifying the institutional foundations of freedom and limiting the monopoly on power currently enjoyed by the executive in most countries in the region.
Jointly launching the report in Amman, Prince Turki Ben Talal Ben Abdul Aziz, president of the Arab Gulf Programme for United Nations Development Organizations, said that he believed it would generate ?controversial discussions and badly needed dialogue? on freedom and good governance. (more)

1. New Highlight: Global Monitoring Report 2005: Millennium Development Goals: From Consensus to Momentum
The Global Monitoring Report 2005, is part of a five-year stocktaking effort to monitor progress towards achieving the Millennium Development Goals (MDGs) by 2015. The report, a joint effort by the World Bank and the International Monetary Fund, calls for bold and urgent action to reduce extreme poverty and improve people's economic and social prospects in developing countries.
