Approaches to ICT Capacity Development


The term ‘capacity development’ has always been a popular catch phrase within the international donor community, and often embraces a wide range of programmes and strategies that are used for strengthening Southern institutions. The vast number of international task forces and initiatives on the use of new information and communication technology (ICT) in development have all identified the need for investment in capacity-building, so that the term is once again being redefined. The theme of this special issue of Capacity.org, which has been produced in collaboration with the International Institute of Communication and Development (IICD), follows on from issue no. 7 of October 2000. Drawing on specific cases, the three papers included in this issue illustrate some of the challenges involved in building the local capacities that are needed to manage and use ICT in a sustainable manner, and discuss how these challenges can be addressed, from the design of an overall approach to the application of the concept at national and project level.
