News:
DG Development presents a new newsletter, the eCourier. It focuses on development policy and on relations with ACP countries and the ACP secretariat. The eCourier is distributed free of charge and is also available on DG Development's website.
The former 'capacitywhoiswho' website, was redeveloped and renamed into 'Capacity Development Network', or CDNet. Supported by JICA, UNDP, WBI, GTZ and CIDA, CDNet provides an open source virtual workspace for dialogue, exchange and learning on capacity development. The 'CD Resource Corners' comprise discussion platforms on selected CD topics, such as Public Finance Management, Procurement, HIV/AIDS, Capacity Analysis and Assessment.

12 September – 1 October : Facilitating Multi-stakeholder Processes and Social Learning. The course covers state of the art thinking about participation from the local to the global level and introduces the most up-to-date methodologies and approaches for facilitation and participation. How MSPs and social learning relate to concepts such as dialogue, interactive policy making and adaptive management is fully explored. The aim of this course is to provide knowledge and skills for designing and facilitating multi-stakeholder and social learning processes. More on www.iac.wur.nl

The Ministry of Foreign Affairs and Danida: A Result-Oriented Approach to Capacity Change, by Nils Boesen and Ole Therkildsen, February 2005.
CIIR has recently published a free guidance manual on Capacity Building for local NGOs. This manual is a valuable resource for trainers and development workers. It can also be used as a self-help manual by local NGOs in developing countries. The manual is free to download from CIIR's website. It is also available on CD-Rom.

'Realities of Change: Understanding How African NGO Leaders Develop', by Rick James with Julius Oladipo, Moses Isooba, Betsy Mboizi and Ida Kusiima - and illustrated by Charles Onen. This new Praxis Paper summarises the main findings of a programme of research into leadership undertaken by CORAT Africa in Kenya, INTRAC in Malawi and the Community Development Resource Network (CDRN) in Uganda. These organisations interviewed 45 non-governmental organisation leaders to find out their perspectives on leadership; the nature of the leadership change processes they had experienced; and the factors that had promoted and constrained change in their leadership behaviour in the past.

The draft resolution and outcomes from the recent Nepad APRM forum meeting in Abuja. SARPN spotted the draft published in an Accra newspaper and reposted it on their website.
The proceedings of a recent SADC civil society consultation, convened by SARPN, to discuss the Commission for Africa report. The various outcomes are posted in the CFA special focus posted on www.sarpn.org.za
The conference proceedings of a joint Centre for Conflict Resolution and Centre for Policy Studies workshop on “The AU/Nepad and Africa’s evolving governance and security architecture”.
A review of World Bank support for capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over the years 1995 to 2004. It is based on six country studies (Benin, Ethiopia, Ghana, Malawi, Mali and Mozambique), assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.
