Bringing the invisible into perspective: ECDPM call for reflection and materials on the 5Cs framework

In December 2011, the European Centre for Development Policy Management (ECDPM) published a synthesis report on initial practices and lessons emerging from organizations in developing countries that are using the five core capabilities (5Cs) framework to support capacity development at various levels. The reference document is intended to make these and other practical experiences more widely accessible.

The main evidence base for the 5Cs framework is a set of sixteen country case studies of endogenous capacity development and an extensive review of the literature, published in the 2008 ECDPM paper entitled Capacity, Performance and Change .

Since then, the 5Cs framework has been widely disseminated and applied in different contexts, one of the recent examples being its use as an analytical framework for the recent IOB evaluation of Dutch support for capacity development in 17 countries.

In order to make these and other practical experiences more widely accessible, the research team (Niels Keijzer, Eunike Spierings, Geert Phlix  and Alan Fowler) is requesting additional input from individuals and organisations that have applied the 5Cs framework in their work.
