Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.
Saferworld is seeking evaluators to conduct a mid-term Independent Progress Review of work and results enabled through its Programme Partnership Agreement with DFID's Conflict, Humanitarian and Security Department.

The IPR will evaluate the impact that DFID funding has had on Saferworld and its work, and assess value for money. It will assess the ‘additionalilty’ of DFID funding, focusing on what Saferworld has been able to achieve as a result of DFID funding, and will verify (and supplement where necessary) information submitted by Saferworld to DFID through the annual reporting process.

SW is seeking a suitably qualified and experienced consultancy team or firm with a strong track record in conducting evaluations of advocacy and policy change projects. The consultancy team or firm will have wide respect and credibility within the field, an excellent knowledge of monitoring and evaluation in theory and practice, and a good overall understanding of how policy-advocacy work links into, draws from and reinforces work at community level.

Short-listed candidates will then be invited to submit a full proposal (maximum 10 pages), to be delivered no later than midnight UK time on 12th July 2012.
