ICTs for Poverty Alleviation: Basic Tool and Enabling Sector

Sida, November 2005. This report reviews the evidence on how (or if) ICTs should be used in support of poverty reduction. The most effective ICTs are the basic ones – telephone and radio, and computers or the Internet for restricted, targeted uses. It finds that projects are most successful if the focus is on poverty alleviation and not on ICT use; there is significant community involvement; and there are plans for how to replicate and scale up the project if it is successful.
