While South Africa is by far the largest economy in Africa, there are still a number of severe problems which make attainment of the MDGs difficult. Poverty reduction and the attainment of the MDGs will require a shift in decision-making closer to communities and their organisations, in order to improve the connection between policies and outcomes.
