User Committees: A Potentially Damaging Second Wave of Decentralization

User committees have proliferated in less-developed countries. They are intended to give ordinary people the opportunity to influence development programmes and projects. In some cases, they have had a positive impact. However, this article argues that they may be having a damaging effect on decentralisation and participation.
