What Undermines Aid’s Impact on Growth?

R.G. Rajan and A. Subramanian, IMF Working Paper 126, 2005. Why is it so hard to find a robust effect of aid on the long-term growth of poor countries, even those with good policies? The authors find that aid inflows have systematic adverse effects on competitiveness, whereas private-to-private flows like remittances do not. They offer an explanation why and discuss the policy implications of these findings.
