The research focusses on Afghanistan, Kosovo and Sierra Leone, three countries well-known for their brutal conflicts. It tries to explain why many of the political leaders that played an important part in perpetuating conflict remain a public feature in the subsequent peace processes.
The study explores how these leaders emerge, how they are sustained, and what sparked their change from a seemingly negative, to a seemingly positive style of leadership.
The report concludes that 'positive' leadership in fact rarely exists in the context of violent conflict and that local leaders have actually very little power over such major issues as conflict and peace. They also lack the administrative capabilities and capacity to build an effective system of governance.
'Followers' do not seem to have a lot of influence over the actions of their leaders, and seem unable to challenge their authority.
