This handbook has been published by Oxfam and resulted from '(...) hours of discussion and exchange during workshops and symposia on information, knowledge and community development in the Horn of Africa. The publication is targeted at men and women working in villages, towns, rural and disadvantaged urban areas to help them increase the speed and impact of community development. It is aimed at those who want to start a Community Information Resource Centre (CIRC) to support the development process, and who would like to know how to go about this important task.
