A theme paper prepared by ECDPM for the study ‘Capacity, Change and Performance’


This paper draws attention to what distinguishes networks from other organizational forms; what capabilities are needed to make networks work effectively, and how these capabilities develop over time.It also explores some of the implications for addressing capacity issues in networks, including choices of intervention strategies.
