Case Experience - When Does the 'Shoulder' Pass the 'Head'?
A Case of Pastoralist Women Political Aspirants in Samburu, Isolo and Marsabit District in Kenya

This case study documents the process and findings of a research into the 'informal factors' that influence pastoralist women's access to elective political leadership at the district-level in Kenya.

The paper reveals how the institutions of the family, clan (and social groups shape the electoral process and thereby the legimitate representative, with legitimacy looked at in terms of 'who is ours' and 'who takes our clan name forward'.

The paper is divided into five sections: 1) the objectives of the study; 2) the social-economic environment of Northern Kenya districts; 3) the research methodology; 4) the research findings;

5) conclusions.
