The report highilights differences in evaluation approaches that are influenced by the different purposes for learning that a programme may have. It also examines different methods of learning, and the sources of information that programmes rely on in their evaluation.

The annexes to the report provide a list of outcome indicators by individual, organisation, community, fiel/sectors, and systemic impact.

Although the large majority of the programmes reviewed are from the North, a number of initiatives with a broader scope were also included, such as LEAD, and the Kellog International Leadership Program.
