The purpose of these DFID guidelines is to help you distinguish between the institutional and the organisational level, to identify institutional problems that inhibit improvements at the organisational level, and to work out how to promote the necessary changes at both levels. Though based on DFID experiences, they are sufficiently general to be of interest also to others.
The guidelines are divided into 5 chapters that look at the:
- importance of having a clear understanding of the institutional framework, and the main diagnostic tools used in institutional appraisal
- diagnosis of organisational problems in the context o the wider institutional environment
- best way to promote change
- implementation of a change programme
- monitoring and evaluation of change
The guidelines are complemented by a Source Book (also available through the resource corner), offering a detailed description of different tools and techniques that can be used to promote organisational and institutional development.
