This guide outlines the process of developing a design and plan for the comprehensive evaluation of the 6 leadership programmes of the Packard Foundation’s Population Program and the Gates Foundation’s Global Health Program.

The guide outlines the three stages involved in this process – describing a theory of change, identifying common outcomes and indicators, and creating an evaluation design. Each section describes the process as it pertains to the experience with the six population leadership development programs funded by the two Foundations and further provides some general guidelines about each particular stage of the evaluation process.

A self-assessment survey is also included as part of this guide, to allow users to gauge their own understanding, knowledge, and skills in carrying out evaluation activities.
